The energy transition is a global process of shifting to low-carbon and carbon-free technologies. Its primary objective is to reduce greenhouse gas emissions and phase out fossil fuels in favour of renewable energy sources. For Ukraine, it is also an important step towards energy independence and integration into European energy markets.
The EITI promotes the disclosure of information on extractive sectors, including their impact on climate change. EITI helps ensure transparency of financial flows, greenhouse gas emissions and other aspects relevant to the energy transition. The updated EITI Standard 2023 provides for the disclosure of information on:
an overview of national energy transition commitments, policies and plans that are relevant to the extractive industries (Requirement 2.1);
disclosure of information on the assumptions underpinning revenue forecasts and how energy transition considerations and climate risks have been taken into account is encouraged (Requirement 5.3);
companies are encouraged to disclose greenhouse gas emissions in alignment with existing leading disclosure standards (Requirement 3.4);
state-owned enterprises are encouraged to disclose information on their investments in the extractive industries, including how their investment decisions take into account energy transition considerations and climate risks (Requirement 2.6).
Representatives of Ukrainian civil society have begun addressing and implementing the new requirements of the EITI Standard 2023. At the end of 2023, the DiXi Group analytical centre published a brief overview of the changes introduced by the EITI Standard 2023 together with recommendations for legislative and regulatory amendments aimed at meeting the new requirements. One section of that document is devoted to issues related to the energy transition.
Ukraine has undertaken a number of international commitments aimed at reducing emissions and developing low-carbon technologies. The key documents and initiatives governing this process include:
Paris Agreement (2016) – commitments to reduce greenhouse gas emissions.
State Climate Policy Concept until 2030 – transition to low-carbon development.
The action plan for implementing the Concept was adopted one year after its approval and includes the following measures:
- introduction of Monitoring, Reporting and Verification (MRV) system;
- introduction of an Emissions Trading System (ETS);
- approval of the Low-Carbon Development Strategy of Ukraine until 2030;
- approval of Ukraine’s Nationally Determined Contribution under the Paris Agreement;
- approval of the Integrated National Energy and Climate Plan for 2025–2030;
- approval of the Climate Change Adaptation Strategy of Ukraine until 2030.
National Economic Strategy 2030 – development of energy independence and utilisation of critical minerals. The strategic objectives for the energy sector include:
- ensuring a high level of energy security and integration into the European energy market;
- ensuring the operation of a smart, modernised and reliable energy system that fully meets the needs of end consumers;
- ensuring free, efficient and competitive markets;
- improving energy efficiency and environmental sustainability of the energy sector.
Concept of the State Programme for the Just Transition of Coal Regions – comprehensive solutions to economic, social, cultural and environmental challenges in coal regions.
Global Methane Pledge.
Energy Security Strategy.
Energy Strategy of Ukraine until 2050.
The Government of Ukraine is also working on the introduction of an emissions trading system (ETS) and mechanisms for reducing methane emissions.
Ukraine considers the development of hydrogen energy to be an important step towards reducing its carbon footprint.
Hydrogen may become a key energy source for various sectors of the economy.
The key advantages of hydrogen include:
- the potential availability of feedstock for large-scale production;
- its use is not associated with emissions, as water is the main by-product;
- enhanced energy security through diversification of hydrogen sources and reduced dependence on fossil fuel supplier countries.
The main methods of hydrogen production in Ukraine include:
- hydrogen production from natural gas and coal;
- production of low-carbon hydrogen through electrolysis.
The development of hydrogen transportation technologies is another promising area that could significantly strengthen Ukraine’s role in the European energy sector.
The energy transition is highly dependent on raw materials, as clean energy technologies require substantially larger quantities of minerals and metals than traditional fossil fuel-based energy systems.
The transition to renewable energy sources and the development of the hydrogen economy require access to strategic and critical minerals. Ukraine possesses significant reserves of such materials as manganese, cobalt, nickel and others, which will play an important role in the production of new technologies.
Ukraine’s reserves of minerals classified as critical in EU supply chains make the country a promising partner. The extraction of strategic and critical minerals may facilitate investment in Ukraine’s economy, provide access to advanced technologies, and create opportunities for processing extracted raw materials into intermediate or final products. Ukraine’s advantages in the extraction of critical minerals include well-developed logistics connections with the European Union and prospects for deeper market integration.
EITI plays a key role in ensuring the transparency of the energy transition process. Regular disclosure of information on emissions, production royalty payments, the use of natural resources and environmental impacts helps create clear risk management mechanisms. The main challenges include:
reducing dependence on fossil fuels;
ensuring energy security;
introducing new technologies, including the hydrogen economy;
addressing social and economic consequences for local communities.
Ukraine is actively working to ensure that the energy transition is transparent and fair for all stakeholders.
The energy transition is a key element of Ukraine’s future development. With the support of EITI, Ukraine is steadily progressing towards reducing emissions and introducing new energy technologies. Transparency, effective resource management and the deployment of innovative technologies will help ensure sustainable development and the country’s energy security.
