In 2020, the tariffs for the transportation of oil through the trunk pipelines of JSC "Ukrtransnafta" for consumers of Ukraine, established by Resolution of the NCRECP dated October 11, 2019 No. 210897 for 6 trunk pipelines, were in effect. In 2020, this resolution provided for two stages of the transitional period of tariff changes: until October 31, 2020 and from November 1, 2020.
In 2019, in the period until November 1, 2019, transportation tariffs were in effect of oil and petroleum products of JSC "Ukrtransnafta" for consumers of Ukraine, established by the Resolution of the National Committee of the National Energy and Mineral Resources Commission of Ukraine dated December 23, 2016 No. 2362 for 18 main pipelines. However, taking into account that changes were made to the Procedure for the formation of tariffs for the transportation of oil through main pipelines with the aim of introducing a mechanism for the gradual revision of tariffs, starting from November 2019 until October 31, 2020 (the first year of the transition period), different tariffs were in effect for JSC "Ukrtransnafta" and the number of transportation routes was reduced from 18 to 6.
During 2018, the same tariffs for the transportation of oil through main pipelines of JSC "Ukrtransnafta" for 18 routes, as in the previous year, were in effect, as in the previous year, approved by the resolution of the NCRECP No. 2362. The tariff calculation mechanism also remained unchanged and was carried out on the basis of the Methodology approved in the resolution of the NCRECP No.993. main pipelines with the aim of introducing a mechanism of step-by-step recalculation of tariffs for consumers of Ukraine to an economically justified level. It is assumed that such changes will avoid a significant reduction in the volume of oil transportation due to a sharp increase in transportation tariffs. It will also provide transport customers with a three-year transition period that will allow them to gradually adjust to the rate increase to the target level. During this period, tariffs for the transportation of oil through main pipelines will be calculated according to a simplified procedure using the annual tariff growth factor.
